Board of Education Meeting

Monday, August 14, 2017 at 7:30 p.m.

President Nottlemann called the regular Board of Education meeting to order Monday, August 14, 2017 at 7:30 p.m. Notice of the meeting was published five days prior to the meeting.

Board members present were Trevor Bonneau, Pam Browning, Naomi Brummond, Jason Gatzemeyer and Mike Nottlemann. Board member Pat Browning arrived at 7:38 p.m. Superintendent Cerny and school personnel were also present.

President Nottlemann informed the public that a current copy of the “Open Meetings Act” is posted on the north wall of the library.

Motioned by Gatzemeyer, seconded by Brummond to approve the minutes of the July 10, 2017 regular board meeting. Discussion. RCV: Ayes – 5, Opposed – 0. Motion carried.

Motioned by Bonneau, seconded by Pam Browning to accept the agenda as presented. Discussion. RCV: Ayes – 5, Opposed – 0. Motion carried.

President Nottlemann stated this time is set aside for the public to speak, and if not, we shall move on to the treasurer’s report. No one spoke at the public hearing.

Board member Pat Browning arrived.

Motioned by Bonneau, seconded by Gatzemeyer to allow payment of the invoices from the general fund. Discussion. RCV: Ayes – 6, Opposed – 0. Motion carried.

Superintendent Cerny gave the financial report: July receipts $48,329; Expenses $304,049; End of July cash balance $603,170; Building Fund checking $3,836; Depreciation Fund checking $1,000; Quality Capital Fund $7,011; Activity Fund $16,945, and Hot Lunch Fund $14,903.

The administrator’s report consisted of: the July transportation report. B-R will transfer $44,000 from the general fund to the activity fund to clear the negative balances. The NASB (Nebraska Association School Board) 2017 Area Membership Meeting is September 20th at Norfolk, with Trevor Bonneau receiving a Level II award. Superintendent Cerny presented the 2016-17 library report.

Principal Sjuts reported that teacher workdays will be Monday and Tuesday, August 14th and August 15th, with the students starting Wednesday, August 16th. Principal Sjuts went over the student handbook changes, including students graduating with honors, the remind alerts & updates and the activity handbooks, the addition of 7-12 wrestling and 9-12 unified bowling. The concussion meeting for all parents of athletes was August 8, 2017 with 80% in attendance. All coaches are required to take the NFHS courses each year: 1). Concussion in Sports, 2). Heat Illness Prevention and 3). Sudden Cardiac Arrest. The teacher workdays are August 14th and 15th, with the staff workday August 15th.

In the board committee reports, Brummond asked other board members to check out the Rosalie gym.

In new business, the board reviewed the budget for 2017-2018.

Motioned by Brummond, seconded by Pat Browning to set the substitute teacher rate at $110 per day and the substitute paraprofessionals and cooks at $10.50 per hour. Discussion. RCV: Ayes – 6, Opposed – 0. Motion carried.

Motioned by Bonneau, seconded by Pam Browning to set the Activity Admission rate: Adults $5, Students $4. Adult passes $40, Adult pass with spouse $60, College student passes $20 and free passes for patrons 65 years or older who live in the district or are district landowners. Discussion. RCV: Ayes – 6, Opposed – 0. Motion carried.

Motioned by Bonneau, seconded by Brummond to approve the elementary, secondary, activity and staff handbooks for 2017-2018 as amended. Discussion. RCV: Ayes – 6, Opposed – 0. Motion carried.

Motioned by Bonneau, seconded by Gatzemeyer to approve the High School Cooperative Wrestling agreement with Lyons-Decatur. Discussion. RCV: Ayes – 6, Opposed – 0. Motion carried.

The next regular school board meeting is Monday, September 11, 2017 at Bancroft at 7:30 p.m.

President Nottlemann, with the board’s consensus, adjourned the meeting at 8:30 p.m.
