Board of Education Meeting

Monday, November 13, 2017

7:30 p.m. at Bancroft

 

President Nottlemann called the regular Board of Education meeting to order on Monday, November 13, 2017 at 7:40 p.m. Notice of the meeting was published five days prior to the meeting. 

 

President Nottlemann informed the public that a current copy of the “Open Meetings Act” is posted on the north wall of the library.

 

Board members present were Trevor Bonneau, Pam Browning, Pat Browning, Naomi Brummond, Jason Gatzemeyer and Mike Nottlemann. Superintendent Cerny, visitors and school personnel were also present.

 

Motioned by Bonneau, seconded by Pam Browning to approve the regular board minutes of the October 9, 2017 meeting as printed. Discussion. RCV: Ayes – 6, Opposed – 0. Motion carried.

 

Motioned by Gatzemeyer, seconded by Bonneau to allow payment of the invoices from the general fund. Discussion. RCV: Ayes – 6, Opposed – 0. Motion carried.

 

Superintendent Cerny gave the financial review: October receipts $90,684; Disbursements $324,159; End of October cash balance $375,815; Building Fund checking $22,331; Depreciation Fund checking $37,384; Quality Capital Fund checking $9,530; Hot Lunch Fund $21,833, and the Activity Fund $61,451. 

 

Motioned by Gatzemeyer, seconded by Pam Browning to approve the November agenda as presented. RCV: Ayes – 6, Opposed – 0. Motion carried.

 

President Nottlemann stated that this time was set aside for a Public Hearing and asked if there was anyone who wished to address the board, and if not, the board will move on. No one spoke.

 

The administrators’ report consisted of: The October transportation, the Tax history of the District from 1982 to the present and the 2016-17 Nebraska 21st Century Community Learning Centers (Afterschool Program.) Superintendent Cerny and board member Brummond will be attending the State School Board Association Conference in LaVista on November 15-17. Mrs. Nolting and Mr. Elsasser with 3-4 students will give a presentation and answer questions concerning Blended Learning at the conference Friday. Superintendent Cerny distributed the superintendent’s evaluation form to be completed and mailed to President Nottlemann. The audit report for the Bancroft-Rosalie school was presented.

 

Principal Sjuts reported on: the 76% participation at the October 19th Parent-Teacher Conference and the 1st quarter honor roll and students of the quarter. Two safety inspections: Nebraska Association of School Boards and ALICAP were in October. The financial report from the volleyball sub-district hosted by Pender was $48.96 and the district final at Wayne State was $273.47. The fall athletic summaries are: the numbers out for Basketball: HS Boys – 33; HS Girls – 25; Wrestling – 7, and JH Boys  – 25 with 17-7th & 8–8th graders; Unified Bowling – 7.    There are 28 students out for the One-Act Play. The bands attending the “Battle of the Bands” Friday night were Pender, Walthill, Oakland-Craig and Logan-View with standing room only. Both the meal and performance were well organized. 

 

In committee reports, the negotiation committee will report during the executive session concerning the meeting with the BREA teacher’s committee. A special board meeting with the Lyons-Decatur Northeast board will be held Monday, November 27th in Bancroft at 7:30 p.m. to discuss the feasibility study. Board member Brummond asked if the board could look over the Rosalie gym sometime in the near future. Gatzemeyer asked Superintendent Cerny to check the date for the next PT-2 meeting.

 

President Nottlemann stated that if there was no old business, the board will move on to new business.

 

In new business, the board reviewed the Multicultural Education Plan and annual review of school technology.

 

Motioned by Brummond, seconded by Pam Browning to approve up to $350 for the Board/Staff Christmas gathering to be held at Lucky’s from 4:00–8:00 p.m. on Friday, December 1st.  Discussion. RCV: Ayes – 6, Opposed – 0. Motion carried.

 

Superintendent Cerny went over the feasibility study with the board.

 

Motioned by Bonneau, seconded by Pam Browning to approve the Bancroft-Rosalie Community Schools and Lyons-Decatur Northeast Public Schools two-year Inter-local agreement describing the sharing of academic, intra-curricular and extra-curricular activities beginning June 1, 2018 until the end of May 31, 2020 and the Addendum 2018-19. Discussion. RCV: Ayes – 6, Opposed – 0. Motion carried.

 

Motioned by Gatzemeyer, seconded by Pat Browning to accept the resignation of Anna Petersen with regret and thank her for her years of service. Discussion. RCV: Ayes – 6, Opposed – 0. Motion carried.

 

The board’s consensus was to go into executive session to discuss teacher’s negotiations at 9:35 p.m.

 

The board came out of executive session at 10:13 p.m.

 

The next regular board meeting will be Monday, December 11th at 7:30 p.m. at Bancroft.

 

Motioned by Gatzemeyer, seconded by Bonneau to adjourn. RCV: Ayes – 6, Opposed – 0. Motion carried. The board adjourned at 10:15 p.m.
